Julia R. Thibault

Associate
Julia Thibault is an associate in Dickinson Wright's Denver office and a member of the firm's Health Care Practice Group. She advises national healthcare organizations and other clients on health law matters, with a focus on regulatory compliance, government investigations, risk management, employment, and corporate governance. She brings substantial experience guiding organizations through high-stakes government investigations, operational remediation, financial distress, and organizational transformation. Her practice combines strategic legal counsel, practical business judgment, and operational insight developed through firsthand leadership within a national healthcare organization.  

Prior to joining Dickinson Wright, Julia served as General Counsel for a national medical technology company, where she advised executive leadership and the board of directors on a diverse portfolio of matters spanning healthcare compliance, billing and reimbursement, federal and state investigations, qui tam and class action litigation, privacy, consumer protection, employment, and financial restructuring. Earlier in her career, she practiced health care law in private practice, counseling healthcare providers, insurers, employers, and other businesses on regulatory, transactional, and operational matters. Julia draws on her in-house and private practice experience to provide practical, business-focused counsel to clients navigating complex legal and regulatory issues.

  • Served as General Counsel to a national medical technology company, overseeing corporate governance, legal strategy, and regulatory risk across national operations.
  • Secured a favorable Non-Prosecution Agreement (NPA) with the U.S. Department of Justice, obtaining closure of investigations by the SEC, Tricare/DHA, HHS-OIG, DOD, FDA, and other federal agencies.
  • Directed, monitored, and implemented remediation, a new compliance program, and an operational overhaul under an NPA, including process redesign, compliance best practices, and billing and marketing controls.
  • Successfully advised a healthcare provider in a Chapter 11 corporate restructuring to resolve severe financial and going concern challenges and position the company for emergence under new private ownership within four months.
  • Represented a healthcare provider in state investigations by the California Department of Insurance, the Colorado Attorney General Consumer Fraud Unit, and the Colorado Medicaid Fraud Control Unit (MFCU).
  • Represented a healthcare provider in the resolution of a qui tam action filed by a workers' compensation insurer under the California Insurance Frauds Prevention Act (CIFPA).
  • Represented a healthcare provider as general counsel in various legal matters, including securities and RICO litigation, class action litigation, commercial and employment litigation, and administrative proceedings.
  • Advised a healthcare provider on national legal and compliance strategy in payment matters across payor types, including federal, commercial, Medicare Advantage, commercial Medicaid, workers' compensation, no-fault auto, and personal injury.
  • Advised employers on employment matters, including executive employment agreements, policies and procedures, wage and hour, non-compete, anti-discrimination, anti-harassment, employee handbooks, and onboarding agreements.
