Matt McDonnell brings nearly a decade of experience in state government to his practice, serving clients on a wide array of matters in the governmental and regulatory realm, including energy and sustainability matters, administrative law matters, legislative advocacy, and election and campaign finance law issues. Having served in the legislative and executive branches of state government in Ohio, Matt has a keen understanding of the intricacies which animate decision-making in state government, adding demonstrable value to clients.
Matt supports the firm’s extensive energy practice, assisting project developers and owners with all phases of development and operation, including permitting both at the Ohio Power Siting Board and the local level. Matt also advocates on public policy matters at the Ohio statehouse and executive branch.

Matt has served in policy or senior legal roles at the Ohio Senate, the Office of Budget and Management, the Governor’s office and most recently at the Ohio Secretary of State’s office.
As the deputy chief legal counsel to the Ohio Secretary of State, Matt drafted and reviewed legislation and administrative rules, performed legal research and analysis related to the office’s statewide and constitutional duties, and assisted in managing high-profile elections litigation.
At the Ohio Office of Budget and Management (OBM), Matt provided advice and consultation on the development and implementation of Ohio's biennial operating budget and fulfillment of the agency's statutory and constitutional duties.
Matt also served as an interim assistant chief counsel to the Office of the Governor, working with the Governor’s legal staff by providing legal research and analysis regarding public records, land transaction review, clemency review, federal certifications, and proposed legislation.Matt served as a senior legislative aide in the Ohio Senate. In this capacity, Matt managed several important pieces of legislation for a northeast Ohio senator from introduction through enactment.
