Dickinson Wright PLLC attorney Rhonda D. Welburn recently was appointed by Detroit mayor Dave Bing to serve on the city's Elected Officials Compensation Commission. Welburn will serve a six-year term. The committee meets every other year to make recommendations for compensation of all city elected officials, including the mayor, city council, and the city clerk. Welburn, a municipal finance attorney in the firm?s Bloomfield Hills office, serves as Bond Counsel and underwriter?s counsel in a variety of municipal financings, specializing in revenue bonds, state aid notes, facility financings and other project financings. She serves as Bond Counsel to various State of Michigan Authorities, including the Michigan State Housing Development Authority on single-family and multi-family revenue bond transactions and the Michigan Public Educational Facilities Authority on short and long-term financings for charter schools. She also serves as Bond Counsel to numerous charter schools and school districts throughout Michigan. In addition, Welburn serves as underwriter?s counsel in transactions relating to the sale or placement of municipal securities, and includes among her clients, Fifth Third Securities, Inc., Robert W. Baird & Co, Goldman Sachs, & Co. and Loop Capital Markets, LLC. Welburn holds a B.S. from Howard University, a M.B.A. from the University of Detroit, and a J.D. from the University of Michigan Law School.
