New Practice Department Managers Appointed

Dickinson Wright announces the appointment of three new Practice Department Managers: Francis R. Ortiz, James A. Plemmons and Cynthia A. Moore.

Francis R. Ortiz, an attorney in the firm's Detroit office, is responsible for the Labor and Employment, Appellate Litigation, Insurance, Regulatory and Administrative Law, and Schools and Education practice areas. For more than 25 years, he has successfully represented clients in dozens of state and federal court trials and American Arbitration Association or securities industry arbitration hearings, and argued in federal and state appeals courts. He has been longstanding trial and appellate counsel for national financial services companies, and for several major life, health and disability insurance companies. He received his A.B. from the University of Michigan and his J.D. from Harvard Law School.

James A. Plemmons, an attorney in the firm's Detroit office, is responsible for the firm's Automotive, Product Liability Litigation, Troubled Suppliers, Telecommunications, and Family Law practice areas. Plemmons is counsel to Chrysler LLC, Johnson Controls, Inc. and Visteon Corporation in troubled supplier and bankruptcy matters, and counsel to JP Chase Morgan Bank in bankruptcy and debtor/creditor affairs. He has represented numerous insurance companies in regard to workout, foreclosure and bankruptcy matters, and has served as counsel to numerous secured lenders, unsecured lenders, bankruptcy trustees, debtors, shareholders, and investor groups in all nature of bankruptcy, restructuring, and workout proceedings. He received his B.A. from Michigan State University and his J.D. from American University's Washington College of Law.

Cynthia A. Moore is an attorney in the firm's Bloomfield Hills office and is responsible for the firm's Tax, Estate Planning, Employee Benefits, Health Care, Immigration, Gaming and Indian Law practice areas. Moore is counsel to a diverse group of employers in the tax and ERISA aspects of welfare benefit plans, and is counsel to numerous plan sponsors in the design, administration and qualification of qualified retirement plans, with an emphasis on 401(k) plans. She is a national expert on fringe benefit plans, including dependent care assistance programs and educational assistance programs, and she has substantial experience in counseling clients on compliance with HIPAA privacy rules. She received her B.A. from Alma College and her J.D. from the University of Texas at Austin.
